簡介：境外學生同樣是在台灣的「非公民」，我們境外生權益小組支持移工大遊行中，提出的訴求：

「共同生活　共同決定！！！」
一、家務勞工應受勞動法令保障
二、廢除仲介制度，實行政府對政府直接聘僱
三、移工得自由轉換雇主
四、取消在台工作年限
五、非公民應有政策決定權

同時，境外學生也希望社會大眾看見我們的處境。境外生共同面對學雜費本外脫鉤的問題。面對如今惡劣的高等教育現況，各大學視境外生為填補「國際化」賬目的搖錢樹。教育部更是從未將境外生算入生師比裡頭，種種校方與教育部交相賊的手段，都在漠視境外生的受教權益。

在社會權益方面，陸生因為「兩岸關係條例」的「停留」狀態而無法納入全民健保，在最近一次的法案中，更是要求全體境外生的健保費用「全額自付」，違法全民健保社會互助及「量能負擔」的公平原則。

因此，境外生權益小組也提出，以下兩大訴求：
一、本外學費不脫鉤
二、境外生公平納保

期盼所有在台灣的朋友，無論你是非公民或是公民，都可以一起支持我們的訴求，一起參與兩年一度的移工大遊行，共同為了更好的台灣而努力！

Migrant Workers’ Rally “Recognizing Non-Citizens”

Introduction:
International students are also “non-citizens” in Taiwan. We, Taiwan International Student Movement – TISM support the appeals put forward in the migrant workers’ rally: “Live together, Decide together !!”
1.Domestic workers and caregivers to be included
under the protection of Labor Standard Law
2.Abolish the broker system, promote government to government direct hiring
3.Freedom to transfer to new employer
4.Cancel the limitations of working period in Taiwan
5.Non-citizens should have policy-making right

At the same time, international students also hope that the public can see our disadvantaged situation. International students are facing problem of unfair high tuition fee different from the local students. Confronted with harsh higher education current situation, universities are recruiting international students as cash cow to fulfill the “internationalization” account. Also, Education department has not include international students into the calculation of student-teacher ratio. These actions performed by universities and education department are always disregarding the rights of international students.

In the aspect of social rights, students from Chinese mainland have not been included into National health insurance because of the “Stay” status defined by law ( Other international students are defined as “Residence“ status ). In the latest legislation, congressman tried to elevate the health insurance premiums of all international students. We have pointed out that this bill violates the ability-to-pay principal of social insurance.

Therefore, TISM also put forward the following two appeals:
1. Stop differentiating the tuition between international students and local students
2. Include all the international students into social insurance fairly

We hope that all friends in Taiwan, whether you are a non-citizen or a citizen, can join us in supporting our appeal and participating in the biennial parade of migrant workers and making effort together for a better Taiwan!
